Leopoldo Bataoil, Ilocos regional police director, said he has directed Ilocos provincial director Senior Supt. Roman Felix and PNP-Criminal Investigation and Detection Group (CIDG) regional head Senior Supt. Melvin Bolabota to look into the&lt;strong&gt;&lt;span style="color:#33ffff;"&gt; killing of radio reporter Andres Acosta.&lt;/span&gt;&lt;/strong&gt; Bataoil added Acosta, who had worked&lt;br /&gt;for the local radio station dzIC, was assaulted around 10 p.m. Wednesday, after which the suspect fled. The &lt;strong&gt;&lt;span style="color:#33ffff;"&gt;local police hinted that the killing may be work-related&lt;/span&gt;&lt;/strong&gt;, saying Acosta in the past testified in a court case and has since been a marked man. He had been receiving death threats, Chief Supt. Bienvenido Rayco said without identifying any suspects. Rayco added Acosta was found dead on the national highway. He said Acosta bled to death as he apparently was trying to get himself to the hospital. But the government-run Philippine News Agency also yesterday said the victim was taken to a nearby hospital where he died, making him the 27th Filipino journalist to be slain since January 2001, based on figures of the PNP Task Force Usig.&lt;br /&gt;Of the 26 previous killings, task force chief and PNP deputy chief for operations Deputy Director General Avelino Razon said, 21 have been solved, meaning cases have been filed in the courts, while the rest are still under investigation. In Iraq, it is the insurgents that are abducting innocents. What happened to them? where are  they? Why can’t Gloria demand that the military shed light into their  disappearance? Gloria by having appropriated chief executive powers for herself  as well as the role of commander in chief of the armies and the police, could  easily &lt;span style="color: rgb(255, 0, 0); font-weight: bold;"&gt;COMMAND&lt;/span&gt; the military and the police to release the young women or to send  their bodies back to their families if they are dead. The gunman and his accomplice escaped on a motorcycle. An anti-graft columnist for the newspaper the Midland Review in the southern island of Mindanao, Garcia-Esperat, 45, was under police protection as a result of death threats. Local news reports said that on the day of the shooting, she let her two guards leave early for the Easter holiday. Her husband George her murder was connected to a corruption story she wrote, accusing a police officer of illegal logging activity. Tacurong Police Chief Raul Supiter said that no motive had been ruled out, according to the Philippines-based MindaNews news service.On April 11, police announced the arrest of four suspects, including an army sergeant. The four were said to confess their involvement in May, according to local reports. Newspapers have reported several possible leads as to the mastermind; those reports included allegations that two officials from the Mindanao Department of Agriculture, Osmena Montaner and Estrella Sabay, plotted Garcia-Esperat's murder. The officials denied the accusations, but one of the defendants, Randy Barua, a former bodyguard for Sabay, and told police that he hired the gunmen at the behest of Montaner and Sabay, the Philippine Daily Inquirer reported. Murder charges were brought against the two officials, but a judge dismissed them on August 31 because of what he termed insufficient and conflicting evidence. The Esperat family lawyer, Nena Santos, told the Manila Standard that the dismissal was "highly questionable and suspicious," and that it was a "miscarriage of justice." Santos said the judge made the decision the day before being transferred to another court, and the court clerk did not announce the ruling until September 20.Press freedom groups protested the dismissal of charges against the accused masterminds. The four initial defendants also complained to President Gloria Macapagal-Arroyo. Autopsy report said he was killed by three gunshot wounds to his back, knee and left hand, and his body showed signs of ill-treatment.&lt;br /&gt;He was an active member of the local youth chapter of Kilusan para sa Pambansang Demokrasya (KPD - Movement for National Democracy) in Samal, Bataan. The previous year, in February 2005, he participated in a meeting with local officials and military and police commanders in Samal in which representatives of various sectoral groups voiced their opposition to plans to station a detachment of soldiers from the 24th Infantry Battalion in the area. He had been particularly vocal in this meeting.&lt;br /&gt;On 12 February 2006, Audie and two companions brought a wounded friend to the hospital in Balanga City. As Audie and one other companion waited outside the hospital at around 5.00 pm for relatives of the patient to arrive, a police patrol encountered them and began to ask them about the patient. It is reported that the police suspected that the patient was an insurgent, who may have been wounded in a clash with the military. At around 7.00 pm Audie was left alone with the police officers, believed to be from the Balanga and Lubao police stations, after his companion was asked by a nurse to collect blood supplies for the patient.&lt;br /&gt;The patient’s wife arrived at the hospital at around 8.00 pm. She and other witnesses described seeing a military truck and at least ten soldiers at the hospital, believed to be from the 24th Infantry Brigade. One soldier questioned the wife about her husband and asked, after pointing him out, whether she know Audie. The wife described Audie, accompanied by soldiers, as looking frightened and apparently crying. She told the soldier that she knew nothing about him, beyond that he had helped her husband to come to the hospital. The wife reported that police and soldiers were no longer in the hospital when she left to collect blood supplies at around 11.00 pm.&lt;br /&gt;Audie Lucero was found dead the next day in a field about six kilometres from the hospital. He had been walking down one of the city’s main streets with two companions and stopped at the public market to look at second-hand clothes when he was shot in the head at close range. His companions, on hearing a bang, looked round to see Romy Sanchez slumped on the ground. They stayed at the scene in a state of shock until the police arrived.&lt;br /&gt;Romy Sanchez, Ilocos regional coordinator of Bayan Muna and regional secretary-general of Bagong Alyansang Makabayan (BAYAN – New Patriotic Alliance), was a well-known local radio presenter and commentator and a community activist working on behalf on peasant and fisher folk in the Ilocos region. In 2000 he had been detained in Rizal province and reportedly subjected to torture by military intelligence officers who accused of involvement in the killing of a former senior CPP-NPA leader Conrado Balweg in 1999.(140)&lt;br /&gt;Reports collated by the Cordillera Human Rights Alliance describe how two police officers, who were on foot patrol, arrived at the crime scene after only five minutes. A subsequent police scene-of-crime operation was able to recover one fired cartridge for a .380 calibre firearm on the floor on a nearby pawnshop. An autopsy report stated that the victim was shot with a .380 calibre handgun at close range below his left ear.&lt;br /&gt;Romy Sanchez’ wife described her husband had received threatening text messages prior to his death including one warning that he should "prepare to be the next to die". He was found dead near a waiting shed along the national highway at Barangay Apatot, San Esteban, Ilocos Sur, Luzon, where he had been preparing to catch a bus to Manila to meet his wife on her return from Hong Kong.&lt;br /&gt;About 30 minutes earlier he taken a tricycle from a nearby resort hotel where he had participated as a speaker and trainer at a paralegal training seminar organized by the Ilocos Human Rights Alliance and Karapatan. As he waited near the highway for a bus, a van reportedly approached and an unidentified man alighted. After speaking on his cell phone, the man reportedly drew a pistol and, when Pepe Manegded began to flee, chased him and opened fire.&lt;br /&gt;The tricycle driver and sole known witness after seeing the man chase Pepe and, on hearing the shots, returned in fear to the resort to seek assistance to call the police. The autopsy report stated that Pepe Manegded was shot with a .45 semi-automatic pistol and suffered over 20 gunshot wounds.&lt;br /&gt;A church worker and community activist, Pepe Manegded was a coordinator of the Rural Missionaries of the Philippines (Cordillera and Ilocos), a former coordinator of the Regional Ecumenical Council in the Cordilleras and an editorial staff member of ‘Writing on The Wall’- the official publication of the Northern Luzon Forum for Church and Society. The assailants then man-handled, struck and verbally abused the human rights workers demanding that Eden Marcellana identify herself. Eden Marcellana, Eddie Gumanoy and three other members of the team were then taken away on the jeepney.&lt;br /&gt;All the possessions of the fact-finding team, including documents and photographs collected on their mission, were taken. The following day the bodies of Eden and Eddie were found in a bamboo grove near a highway. The three other abductees had been released in separate isolated locations.&lt;br /&gt;Post-mortem examinations by the Philippine Commission on Human Rights found that they were "hog-tied" (hands and feet tied together) and bore signs of torture inflicted before they were killed. Eddie Gumanoy suffered gunshot wounds to his face and chest and Eden Marcellana had two stab marks in the face and upper back. Other sources reported that Eden Marcellana’s body was severely beaten, particularly on the face and neck.&lt;br /&gt;Eden Marcellana was the Secretary General of Karapatan-Southern Tagalog region and Eddie Gumanoy was the Chairperson of Kasama-TK, a local peasants organization. In the months prior to the abduction Eden Marcellana had publicly expressed concern about the at least 27 reported political killings, abductions and harassment of leftists and alleged "communist sympathizers" in Mindoro Oriental allegedly carried out by a "vigilante" group linked to members of the 204th Infantry Brigade, which was under the command of Colonel Jovito Palparan. A criminal complaint was filed against Colonel Palparan in relation to one case, and it was reported that he had subsequently labelled Eden Marcellana as a "terrorist". Local police have denied knowledge of his arrest or whereabouts, and there are unconfirmed reports that he may have been killed.&lt;br /&gt;He was sleeping at his girlfriend’s family home in Kidapawan City, on Mindanao, when armed men wearing balaclavas kicked open the door at 1.45am. Eyewitnesses have said in sworn affidavits that one of the men was not wearing a balaclava, and they recognised him as the Chief of Police of Kidapawan. They say he ordered the other men to search the house for a gun, while the family were held at gunpoint.&lt;br /&gt;They did not find a gun, but arrested Alvin Valdez and took him away. He owns several firearms. Other journalists here have similarly armed themselves, after receiving threats by phone or text.&lt;br /&gt;&lt;br /&gt;Almost no one here, however, gets caught for such crimes because, many believe, some policemen and local politicians are themselves behind these. The police here have been able to solve only three percent of the crimes committed, a figure that excludes the murder of 13 members of the Philippine National Police (PNP) since 2003. Based on the report of the San Pedro Police Precinct, the victims were&lt;/span&gt; &lt;span style="color:#ff0000;"&gt;Jerome Campo&lt;/span&gt;&lt;span style="color:#ccffff;"&gt;, 18, resident of Mabini Artiaga and Raymond Caña. Campo suffered &lt;strong&gt;two gunshot wounds&lt;/strong&gt; on &lt;/span&gt;&lt;strong&gt;&lt;span style="color:#ccffff;"&gt;the&lt;/span&gt; &lt;span style="color:#ccffff;"&gt;head&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:#ccffff;"&gt; and &lt;strong&gt;three on the back&lt;/strong&gt;, while&lt;/span&gt; &lt;span style="color:#33ffff;"&gt;&lt;span style="color:#ff0000;"&gt;Caña&lt;/span&gt;&lt;/span&gt;&lt;span style="color:#ccffff;"&gt; &lt;strong&gt;had two wounds on the body&lt;/strong&gt;. If she had tarried a moment longer, she would have been too late for EDSA: she would have made it there as an opportunist. And as for the ill-feeling in Metro Manila, we tackled that by going back to the door-to-door campaign: she went from barangay to barangay explaining her motives, outlining her program. And it worked. Then came the impeachment trial, and from there, tuloy-tuloy na."There was a time honestly, when I felt I erred in advising her to resign from the Cabinet. The masa in Manila apparently wanted her to stick it out with Erap.&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#ff0000;"&gt;And when she started attacking him, everything fell on us - grabe!- everything&lt;/span&gt;&lt;span style="color:#66ffff;"&gt;!&lt;/span&gt;&lt;span style="color:#ccffff;"&gt; But I told myself: it's now or never; if we lose here we're totally destroyed and it's goodbye to her political career - but if we win here, she becomes President! So we really fought.&lt;br /&gt;"We got all those Erap tapes from Ramon Jacinto and distributed them all over. &lt;/span&gt;&lt;span style="color:#66ffff;"&gt;&lt;span style="color:#ff0000;"&gt;We bought one&lt;/span&gt; &lt;/span&gt;&lt;span style="color:#ff0000;"&gt;million and a half million copies of Pinoy Times&lt;/span&gt; &lt;span style="color:#ccffff;"&gt;to give away so the public could read about the&lt;/span&gt; &lt;span style="color:#ff0000;"&gt;Erap mansions and bank accounts."And when EDSA happened&lt;/span&gt;&lt;span style="color:#ff0000;"&gt;, we texted everybody to go&lt;/span&gt;&lt;span style="color:#66ffff;"&gt; &lt;/span&gt;&lt;span style="color:#ff0000;"&gt;running there. EDSA, EDSA&lt;/span&gt;&lt;span style="color:#66ffff;"&gt;:&lt;/span&gt;&lt;span style="color:#ccffff;"&gt; everybody converge on EDSA! Panalo kung panalo. Patay kung patay! Jinggoy had already announced what they would do to us if they won.&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#ff0000;"&gt;"Chavit Singson had Plan B&lt;/span&gt; &lt;span style="color:#ccffff;"&gt;involving elements of the military to strike the first blow. They would kindle the spark by withdrawing from the government, and one by one others would follow: Class '71 would also withdraw, then Class '72, and so forth. But General de Villa warned that the timing had to be precise because one untimely move against the government and the military would automatically defend it. The move must be made at what De Villa called a 'defining moment.'&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#ff0000;"&gt;"You see, General De Villa had his Plan A&lt;/span&gt;&lt;span style="color:#ccffff;"&gt;, which was better than ours, because his was focused on the Chief of Staff and the Service Commanders. At past one o'clock p.m. January 20, Chief of Staff Angelo Reyes defected but we knew that already the night before, when negotiations had lasted until the small hours. By past 2 a.m. we knew Reyes had been convinced to join. His only condition was: Show us a million people on EDSA so it will b easier to bring in the service commanders."And they asked when the crowd was thickest; we told them: from three to five in the afternoon. So they agreed to come to EDSA at around that time. But while hiding in their safehouse, they got reports that General Calimlim could not be located and their first thought was: "He's out looking for us!" So they decided to rush to EDSA right away. When they got there, why there too at the Shrine was Calimlim! He had been looking for them all right, but join to join them, not to arrest them!"Our group there was a back-up strike force. In fact, it was our group that won over to our side the PNP first. If Panfilo Lacson had resisted, he and his men would have been repelled: there would have been bloodshed, but not on EDSA. In every place where Erap loyalists had a force, we had a counter-force to face it, with orders to shoot. And not only in Metro Manila. Carillo had already been sent to the provinces; and in Nueva Ecija, for instance, we had Rabosa. This was a fight to the finish. That's why those five days that Erap was demanding were so important. He was counting on counter-coups and baliktaran."I was negotiating with Pardo up to three o'clock in the morning: niloloko lang pala kami. But I told him point-blank: "If by six o'clock this morning you haven't given us the resignation letter, we will storm the gates of Malacañang!' But they insisted on more talk: with De Villa up front, and my back channel debate with Pardo, which even became a three-way contest, with Buboy Virata pitching in."But the threat to march to Malacañang was for real. And so was the danger of bloodshed. I wasn't telling Gloria everything: I didn't want her alarmed. Only three generals and a resource person have appeared before the commission since it was convened in late August.&lt;br /&gt;A Human Rights Watch report in September found deep public distrust of the government’s investigative effort, widespread fear among witnesses and victims’ families, and a climate of fear in areas where the killings occurred.&lt;br /&gt;Police Deputy Director Avelino Razon says had narrowed down the number of suspected politically motivated killings to 136 since 2001 and solved 62 cases.&lt;br /&gt;Razon didn’t say how many suspects had been arrested and expressed doubt over the higher figure cited.&lt;br /&gt;US apparel makers alarmed over the&lt;/span&gt; &lt;span style="color:#ff0000;"&gt;murder of Bishop Alberto Ramento inside his rectory in&lt;/span&gt;&lt;span style="color:#66ffff;"&gt; &lt;/span&gt;&lt;span style="color:#ff0000;"&gt;Tarlac City in October&lt;/span&gt; &lt;span style="color:#000000;"&gt;&lt;span style="color:#ccffff;"&gt;and the reports of violent attacks against striking workers at the Cavite Economic Zone (CEZ).&lt;br /&gt;The companies, which buy apparel from the Philippines, asked for an impartial investigation into the killing of&lt;/span&gt; &lt;/span&gt;&lt;span style="color:#ff0000;"&gt;Ramento, chair of the Board of Directors of the Workers Assistance Center, and the shooting of Gerardo Cristobal, former union president and member of the Solidarity of Cavite Workers (SCW). &lt;/span&gt;&lt;span style="color:#ccffff;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#ccffff;"&gt;On Oct. 23, the striking workers of Philippines-Jeon Garments Inc. and Chong Won Fashion Inc., both Korean-owned garment factories in the CEZ, filed charges with the Commission on Human Rights against officials of the Philippine Economic Zone Authority and the local Cavite police for alleged violent dispersals of their picket line last month.&lt;br /&gt;The workers in the two companies have been on strike since the last week of September due to the refusal of the management to negotiate a collective bargaining agreement (CBA).&lt;br /&gt;Illegal dismissals&lt;br /&gt;Marlene Gonzales, former employee of Chong Won and now president of the SCW, said the workers doubted the “sincerity of the companies’ commitment to the workers’ plight.”&lt;br /&gt;Chong Won Fashion Inc. supplies products to Wal-Mart in the United States, such as T-shirts, ladies’ blouses, polo shirts, pants, jogging pants, sleepwear and other apparel.
